Another tool that is quite popular in tech circles for online team project management is Asana.

From experience with both Redmine and Chili, plus a few more, I would say that the intended users of the system are the biggest obstacles to the successful implementation of any project management software, especially if that software adds onto their workload and there is no commensurate reward/punishment for that workload.
