Thus its likely new clients signing up are getting the cable deals and old clients are staying on sat until expiry of current contracts.
ISPs can always downgrade their bandwidth(capacity) with some of those providers, and use some of the cash to buy capacity on seacom, seen enough instances that has been done. I think the issue is just planning
