Ok some specific ICs are particularly hard to get unless you buy them online but that Increases the costs. From the web I've seen that it might be a voltage regulator. How many pins does it have? If you cant get it in Kenya electronics or centurion (these guyz are very expensive) you can try looking for a substitute. If its a voltage regulator you'll definitely get a substitute but if its a programmable IC it will be tough. Good luck.
