Trust me, sometimes its not as easy as that. Once in a while I see that happen where you tell someone that for the specs he wants he will have to increase his budget, and he actually goes back to get more money, but more often than not, people settle for what they can afford.
 
That is how people who really want to drive Mercs end up driving Corollas until they can afford the Mercs.

When you work with "what I have in the pocket", then you really are not in a position to choose, for you are limited to what you have in the pocket. So you go asking: What laptop do you have that wouldn't cost me more than $700?
However, when you need specific features, you put your foot down and look for the rest of the money:-)
