It's worth getting in touch with local authorities and law enforcement either way. I had a horrible experience in Pointe Noire, Congo last December. I also saw some tourists getting harassed when they took pics of the Dedan Kimathi statue the other day - which I though was totally uncalled for. It doesn't help that some buildings that are landmarks e.g. KICC may or may not be classified as restricted, depending on who's arresting you.
