LOL! I dont think u understand the issue. I know (I was told and I've experienced) that calls and data will not happen in parallel in 3G but this can happen with CDMA. I'm not concerned whether or not I can make a phone call when surfing.  The issue is that the billing is screwed up.
 
Load 50 bob (or make sure u have a small number of units on your phone. This will make the process faster), connect to internet and dont do a heavy download or anything that would consume the 50 bob. Let's say ur calls are billed at 10 bob a minute, wait for 6 minutes to make sure the 50 bob would be used up IF it were a phone call (it's data now). Try and make the phone call or send text. At this point I get a message that I have insufficient funds but clearly I know I have credit coz I didn't surf all the 50 bob. After disconnecting from net, im now able to make the phone call. ON THE OTHER HAND I can make a phone call within the 5 minutes.

When surfing, you are doing what is known as a data call! You can call and surf at the same time but that is limited to the phone model you have. If it can handle 2 or more threads (processes in Desktop world) at a go then you are good to go but if it cannot then the data call is 'paused' till the voice call is through!
