Yes, they are the majority, but they survive because there is a source who bought a genuine copy and is pirating and this is the common enemy - just like in drug dealing, the peddler is usually the small fish and of not good use to killing the menace.

Am actually working on a solution (not really a solution but some leverage to deal with pirates) where a video is encoded with an invisible watermark which is unique for every copy made on DVD/CD. If any copy appears on the black market, the software can read the watermark and compare it with the database and know the distributor (who legally acquired it and decided to duplicate). This then is used as evidence to sue the distributor and deal with the root cause of piracy - which is never the guy the innocently buys a pirated copy.
