Do not build out a data center yourself - that's like building a car based on what you've read online.  You need to hire a reputable architect or use a company like this:

Short answer is that if you don't have $100k USD, do co-location at Liquid or Internet Solutions (or possibly somewhere else).  

Or, wait for Kili, and start thinking in terms of Infrastructure as a Service, which is the model replacing co-location.
