[Skunkworks] Google Navigate, how customizable is your site

Hi, Seems like Gmail and G+ have a new navigation system. Setting it up must be something Google have made very easy. If you have a site and/or are currently making one, how do you make changes to it without downtime? Php guys, we know its very easy on your side :)
