With three different ISPs or one particular ISP? If three, then you must be taking a different approach with them. What happens is that you need to sort out the Finance issues first, be clear on that then ask for transfer. You might encounter some newbies/interns in domain transfers who might give you hard time so some patience goes a long way. If just one ISP, then you can shame the devil:)
