It seems like the major problem is lack of communication, and of an official formula for calculating the duties. And since they seem not too bothered to fix this, maybe it's okay to use loopholes.

You could try getting your stuff shipped to smaller towns, like for example Kisumu, where there's only one guy who deals with the whole clearing process. And he's never busy. So it would be easier to get him to listen to you. I know someone who got his duty waived after explaining that he was only a student, and the item was a gift.
