The Tiobe Index for october 2009 indicates that PHP and C# are the top 2 web based languages. As far as databases are concerned, I don't think he can go wrong with any of the big 3 i.e. oracle, sql server or mysql.

Definition of "best language" is usually subjective to the goal being sought, so for example, PHP, ASP, Ruby, Python [insert here your favourite web language] could be ideal for web based applications. Java and .Net could be ideal for desktop applications. All of the languages mentioned [and not mentioned] usually work with at least one database technology.

So, what is his goal?
