Yes there exists API's for this - unfortunately none that are publicly available (as far as I know).
I know that one of the local mobile-money gateway companies have been playing with this, but have not yet turned it into a product. And I know at least two companies that have their own custom solution for this..
I have been planing to add this functionality to PesaPi at some point, I have all the information required for it, but have not yet been able to set aside the 50hours (or so) that it will take. If you want to help then get in touch.
