CARE Somalia/South Sudan
CARE is looking for a suitable candidate to fill the position of Finance and Administration Officer (Program Support Officer) to provide efficient and effective financial, administrative and personnel support services to all programs/projects within Malakal and its project locations.

Reporting to Program Manager MFS, the position will specifically be tasked with the management of the Malakal sub office and providing support to all projects underneath. This includes overseeing all administrative aspects, supervision of support staff, effectively managing the financial function, undertaking and coordinating all local procurement and logistics. The position will also ensure the efficient running of all aspects of the staff residential guesthouse/sub-office; stores and food management, asset, vehicle management and capacity building of local staff.

- Ability to develop skills of staff members, including implementation of performance management approaches
- Sound analytical ability as well as ability to receive and apply constructive feedback
- Demonstrate ability to use innovative approaches, strategies and personal initiative and posses strong leadership and teamwork skills
- Communicates clearly and concisely with users of services; communicates policies and procedures effectively so as to facilitate understanding of expected outcomes
- Work effectively and cooperatively with others towards shared goals, establishing and maintaining principle-centered working relationships and possess excellent planning, organization, interpersonal and communication skills

Minimum Qualifications and Skills:
- Bachelor’s degree in Commerce, Finance, Accounting or Business Administration OR CPA II
- At least 2 years demonstrated experience in a similar position with a history of solid results in financial/administration, program and personnel management.
- Reports writing skills and ability to administer and develop other team members
- Accounting and financial budget management skills with experience with donors standards and guidelines
- Computer literate (at least M-soft word & M-soft excel)
- Proficiency in English
- Willingness to work in hardship areas

Desired Skills and Qualifications
- Knowledge of Arabic language, spoken and written
