The only way to avoid the mad bank rates would be to run a dollar account.
I have recently acquired the I&M bank card which is touted as an international travel card for the simple reason that you can get dollars from wherever and deposit that. it is a dollar account

Saves you something and the beauty is that it is virtual hence they will only need your ID/PP and minimum of USD60 to open.

you have an option of text notify at 12 Kshs and 1USD charge for ATMs that are not theirs.
