I read a detailed analysis / paper that says google is not in the same space as facebook / or twitter. Its about colaboration and using the social graph to improve their search engine algorithm. Look at it closely this is a very very well thought out strategy. Notice that it integrates with the whole google suite which means even searcg results may have the plus one button.
