Thats because of a loophole (more like foresight decay) in gpl2 which allows gpl2 software to be modified and run as a SaaS without contributing the source back. i.e. html output is not considered as redistribution. e.g. gmail could as well run on a gpl2 license but it is a SaaS, so its not considered redistribution.
