At some point (I assume it's still the case but not 100% sure) foreign credit cards used on PesaPal resulted in a "manual" follow up call to the customer from PesaPal asking for a fax'ed/scanned copy of identification, in order to verify the transaction/identity. This is particularly annoying if the merchant is in the tourism industry where many/most clients are foreigners, who often is very skeptical about providing "offline" identification information to a (for them) unknown 3rd party. ..
