Or, tell him to learn SQL, the obvious database language. Knowing SQL will help him work with any true database. From there he can specialize on a database system like oracle, mysql, e.t.c. He will also be at a better position to integrate any database with anything he wants.

The Tiobe Index for october 2009 indicates that PHP and C# are the top 2 web based languages. As far as databases are concerned, I don't think he can go wrong with any of the big 3 i.e. oracle, sql server or mysql.

Definition of "best language" is usually subjective to the goal being sought, so for example, PHP, ASP, Ruby, Python [insert here your favourite web language] could be ideal for web based applications.
