Maybe Airtel Throttle regardless of location? Could be due to their focus on mobile as opposed to modems as Orange seems to favour.

For those talking about location, is there any place where Airtel has outdone Orange in your tests so far?

None that I know of. My place in Pangani has adequate cover for all operators. Orange still fairs better. Ditto Mombasa & Kilifi.
All I recall is that at launch, Airtel 3G connection in Mombasa was way better than the same in Nairobi.
