I don't think anyone had planned their knowledge with the Chinese (roadworks at Upper Hill and everywhere else) in mind. Maybe the damn guys cut the cable to pave way for the road.
Hey let's us not blame the Chinese guys. I think the guys who are contracted to dig the cables re to blame. First, they seem not to work hand in hand with the road constructors. Secondly, I think they are digging the cable close to the surface that when the boulders dig the road, they cut the cable. I had Bob Collymore, on Capital Fm's the Fuse acknowledging the fact the cables were cut at Museum Hill Roundabout, and says, it's already restored.
