Noticed the same with Amazon - an item I was buying end up costing more than 5% more cause I allowed them to bill me in Kes. Let them bill you in dollars.

Depending on the site you might get to see the exchange rate during the transaction. Scrutinize the paypal payment screen before paying, it'll be hidden with + sign that expands the details (appears on some sites, not all). To answer your question, the last time I did, I got a better local credit card rate (barclaycard) as opposed to paypal, shocked me too!
