
Do you have a mail gateway/filter in-front of your real mail server? If you do, is it checking for: - SPF - you say he changes domains and the mails pass but that should not work if your server is checking for this - Valid helo (with fully qualified domain name) - PTR - you say he changes IPs and the mails pass but that should not work if your server is checking for this Also, you can mark messages as SPAM and drop them based on the content of the message and not only the sender. You can train your mail filter to look for specific words in the mail and drop the email if those words are in the content of the email. If you're using an SMTP engine, you can do what in Exim parlance we refer to as "sender callout"/verification. You can RTFM for your SMTP engine on how to do that.
An even simpler way is to use greylisting with throttling.
