JTL on the other hand, hardly had Downtimes, but the customer service was horrible.
Safaricom *had* good services, starting from point of sales, but eh, you'll dig deeper.
If your desired ISP has infrastructure near by, the better.

Without Liquid or Access (IS), you are left to deal with Safaricom, JTL and Orange (Telkom). As Wash said, contacts are on their respective websites. But it might all come down to which provider has infrastructure ready in your premises.
