There is also an international market that is probably bigger than the local one. Using a stolen phone in the country is very risky since cops easily get a hold of you via the telcos. Sell it to a Congolese or Ugandan guy on the other hand and the bureaucracy makes it harder. My stolen phone is in use in Morogoro Tanzania.
