Great app. There is need to find out also if the users will be allowed to use their mobile phones on the course. I understand as part of the rules of the games, members are/might not be allowed to use mobile phones on the course.

There are quite a number of things to consider but the most important one is:
Is there any existing app (or set of apps) that can do this?
if *not*, then you need to have answers to:
1. Devices to be used (all the same platform, iOS, Android, Blackberry etc) - 2. Network coverage throughout the course 3. Who is paying for the data access? 4. Will the data be needed after (meaning you'll need a central server or sync system to be developed) 5. What happens if the device runs out of charge, will it sync it's data once its charged 6. How much user interaction will be needed to track hydration?
Once you've answered these (and many others that more skunks will provide) will you get better answers to questions like cost, duration etc.
