[Skunkworks] The Published Draft Download

It's quite impressive how easy it is to get the published draft. (here's the link: http://communication.go.ke/documents/published_draft.pdf). My only issue is that the table of contents should hyper-link to the various sections of the document. It's really cumbersome especially for reference the way it is. It's crucial to consider that.
