Sirens in general.

If you can remember your driving school lessons, or the hand book. The sirens are of four types don't know if Kenya uses them correctly so ill not touch on that. When you hear a siren, (whichever) you are required to keep left and slow down until the vehicle passes you. If the vehicle does not pass you before your speed reaches 0, then remain at 0 until its clear that the siren is not coming in your direction or its a cop car behind you. Police may use it for this reason, (a) to get you the other drivers out of the way, (b) to get you to stop.

Another common use in Kenya is to tell everyone that an important person is passing by.

They also use the siren when they are after robbers who are getting
away, e.g. in a bank hesit. In places where traffic ops are well
equipped, the siren is used to stop you (not waving a hand and
throwing batons at your wind screen.

during an element of surprise attack, , police usually walk the last
few meters to the scene, or put off their engines and free wheel.
