Hi,
You have to flash a zip containing SIM toolkit.

Get your ROM, extract it , delete all but Manifest and /system/app folder.

Get a  STK.apk from a ROM similar to your version, eg Jellybean and put it under /app.

Zip and flash it.

Important thing to note here is that STK.apk and your dialer MUST have the same Manifest (certs) otherwise stk won't work .
