[Skunkworks] Directory of Techies?

Dear people, I just had a scenario flash before me and I didn't have a sufficient answer... thought I might ask for help here. Suppose you, as a techie, was asked by someone pretty high in a certain pecking order important to you, to give a list of other techies who are uber qualified to perform certain techie tasks, and (here is the caveat) if you can guarantee 99.99% that these techies you refer can kick ass in whichever field the specialize in, then money would not be a problem. Where would you get this list? I am talking broadly here; programmers (in just about any language you can think of), database peeps, network gurus, linux ninjas, project managers etc.
