It is always an optical illusion. There are many places on Earth where this is said to happen. Generally there are two hills or slopes close to each other, one with a higher incline, so that people, using the one slope as a point of reference, makes the other slope seem like its going uphill, when in fact, it is sloping downhill.Check this out: http://en.wikipedia.org/wiki/Gravity_hill There's also another "phenomenon" at the equator e.g. Nanyuki that sinks drain water in opposite directions in the two hemispheres owing to the rotation of the Earth.There are men who con tourists into believing that the rotation of the Earth causes water draining from a container to spin clockwise in the northern hemisphere and counter-clockwise in the southern hemisphere. These guys/"tricksters" seem to take advantage of the coriolis effect. However, the Coriolis force is so tiny that it cannot cause the rotation in the faker’s draining pan; indeed at only ten meters to either side of the equator, it is so tiny that it could influence neither the carefully performed experiment nor the large scale motions of weather systems. Theories:
1) a rock with properties that defies gravity i.e it has its own localised gravitational field that overshadows the earth's general weak field
2) that rock could be an asteroid
3) and most far fetched
An anti-gravity vehicle [from Atlantis or Outer Space] landed there many years ago and was buried by debris - this space craft's position is currently upside down pushing gravity towards the surface

[I prefer the first two explanations, because number 3 never occurs in Africa (according to Hollywood scripts)]
