
Hey Mbugua, Not read the full article (TL;DR) but my opinion is the one who incurred the cost of collecting that data. Whoever, since this is not her data (mostly companies, take Safcome for example), they should be benevolent enough to provide it out to society for common/collective good as opposed to using it to manipulate and dominate market unfairly.
