This is where thorough research is required. Both have some pros and cons. ISDB-T brings with it advantages of ISDN to your TV.
By comparison, ISDB-T is to CDMA, what DVB-T is to GSM. CDMA came 10 years later than GSM, and proved to use radio resources better.
Japan, North And South America enjoy better CDMA services than what GSM provides. Same applies to ISDB.
The pros and cons of either system are more to do with the operators equipment than the consumer. Consumers will mostly feel the difference in costs of the set top boxes than anything else.
Let me summarise:
DVB can transmit digital siganls encoded in MPEG2/MPEG4 using cable(DVB-C), satellite(DVB-S), terrestial(DVB-T) or handheld (DVB-H) and is in Europe, Australia, South-Africa and India.
Advantages of DVB:
- Can freely change applied modulation techniques.
Disadvantages:
- Despite modulation techniques its not as robust i.e. error correction is weaker. A little interference leads to "no signal" errors,etc.
- Power consumption of the transmission equipment is high.
- Not very portable.I've experienced this using the DSTv Mobile, signal lost when moving above 10KPH.

Integrated Services Digital Broadcasting (ISDB) can transmit signals in cable, terrestial and satellite as well. Used in Japan and S.America
Advantages:
– Errorcorrection-techniques, modulationschems are all dynamically changeable and can be different   for each segment => robustness
- Biggest advantage : 3 signals possible at same time.
- ISDB allows HDTV on moving vehicles (100km/h), allows reception by portable narrowband receiver.

Disadvantages:
 - ISDB requires most expensive receivers but on other hand, best portability and mobility.

Yes.ISDB and DVB require different types of set top boxes.

My take on all this:

I find the timing of the brazilian president's visit suspect. Brazil is a major manufacturer of ISDB transmission equipment and set top boxes and given the controversy brewing in his own country over digital Tv(http://tinyurl.com/3xbq6jy), its quite understandable why he would try to convince the govt otherwise. At one time, they even tried creating their own standard.
My suggestion :
The ministry can give ISDB a go but on a very small scheme and still keep dvb-t.

One good thing about living in Africa is that technology is normally mature, tried and tested in other markets before reaching here. This is the time for the ministry to do thorough research and learn from other markets as much as possible.
