I haven't seen one that does GSM/EvDO using SIM Cards. Neither have I seen one that would support both technologies. However, my hunch is that you can do GSM with Safaricom/Orange with many of the routers available, like the D-LinkDWR-512/E HSDPA 3G Router. Here are some details about D-Links...
