Mechanisms to liberalize the market and give the parties a wide commercial play filed 5. have a proper definition of who is an ICT practitioner, is it the telco, network, software, compliance, security, A+, strategist, designer, technician. Everyone who does anything mechanical including the electrical engineers some how interacts with ICT to achieve his perfect service provision.
