I do not think so as the internet is not governed by any state (http://en.wikipedia.org/wiki/Internet#Governance). I would look at it as hosting a website. Different websites have different content... For instance, in order to blog or start a news website, you do not need to be registered at the GPO like kina Nation are, neither do you need any license from any local government authority to start an e-business; likewise, I do not see why the government would need to give you the green-light to launch your own internet radio station.

What would I need to abide to in case I was to start an internet based Radio
or TV station?
