The project page is long on rhetoric and rather short on terms and conditions. What are the conditions for using their fiber? And what will be the cost to consumers? Rival ISPs?

My opinion is that projectlink - being in KLA - has a long-term ROI, something that only Google can do. It also gives Google a chance to understand and shape the usage of such infrastructure.
