
GSM is a worldwide standard so the frequency band is fixed i.e. 900/1800 mhz. The GSM standard is principally based on freq reuse within RANs connected to a core network. This means the freq at one BTS is not the same as the next thus avoidin issues of interference et al. For 3G, i would refer you to UMTS/3GPP2 technical specification for next gen networks. Helpful?
