The article has a lot of technical issues but I will just go along and ask, why would you think hydrogen would help if it Burns faster that petrol? That already a problem and would actually DECREASE your engine efficiency. Hydrogen would be pushing the cylinder in the opposite direction. That imply more maintenance for your engine. Just do the proven stuff, drive on tires with right air pressure, change your air filter often, change your spark plugs often, close your windows on highway to keep the car stream lined, don't accelerate like your life is on the line, don't drive above 110 km/h and don't idle William
