
When you say "online training website", do you mean something like Moodle, like this <http://www.elearning.strathmore.edu/> one, or do you mean an online administration portal where you can check transcripts, view financial info, time tables, course registration etc, like this<https://smis.uonbi.ac.ke/>one. 1. For the LMS, and sorry for not answering your specific question, lecturers will make or break it. If they can be convinced to upload all materials therein, instead of sending via email or google groups, then you can make do with a tiny, nth hand server. 2. Secondly, ICT support. *When* students will forget their passwords and/or usernames, if they are unable to get access to someone to help them out within reasonable time, they will gradually push their lecturers to use email and/or online groups. See 1 above. 3. Upper management support If this is an ICT department project, forget it. It will most likely become a white elephant. You absolutely need support from upper management, all the way to the top. Now, if you have more than one physically separated branches, you will need a WAN. If you will need the students to access the portal while outside the WAN/LAN, you will need to give the server hosting the web app a public IP address. Of course, you could choose to host the app with a third party provider, but few Universities do that, choosing to host the app themselves. If you choose to acquire a ready made software solution, I can almost guarantee that it will need to be customized. If commercial, customization needs more money.
