However your upstream provider could very well be using some VoIP technology.
John, the environment we dealing with is a call center and quality of a call is key,from what you just stated the E1 line is better in terms of quality as compared to VOIP and on the other hand voip is much cheaper but quality is not guaranteed???!!!!!

I can guarantee an almost 80% reduction on costs with VOIP. But don't be hasty. And since we dont know your environment, almost everyone here is making assumptions.
If you get an ISP or integrator or if you're lucky to have an IP network that exists and works. VOIP is your best bet. But if you are a guy responsible for just buying something that works and your technical teams hide and work when they feel like, and were not even able to tell you which is better before you wrote to skunkworks, insist on an E1. Since you are not very tech. I assume you wont know how to deal with voip issues if they crop up. E1 is easy, is it up or down - for the most part? quality voip as an application suffers
significant impact from small tiny issues that can drive you up the wall.
