Thing is, if the guy has already chucked the money from an agent you can do nothing, coz probably this is someone who'll dump the SIM asap.  But guys reverse all the time coz the guy who has received the money is usually still contemplating whether to withdraw the money or not.  I'v not heard of a situation where the money has already been withdrawn and they've reversed the transaction... anyone?
