I would compare this to what in telecom was reffered to as a pilot line setup, which I'm not sure still exists. An organisation with several corporate telephone lines used to identify one as the pilot line and all calls to that line would be automatically diverted to any other free line so that client would only memorise one simple line instead of many corporate lines.
Telecom if my memory serves me right never used to charge for this service and even if they did it was a one off cost. What Safaricom is doing is not fair.
