@Areba. You should know that on mobile networks users share the same data channels and same radio resourses with voice users on the same base station. So giving quality of service si pretty hard not unless they build data only mobile networks which would be more expensive and not practical. If you want to host anything go for data only carriers and you will not be pulling your head off as often.

I don't think this will happen soon, even with multiple fibers coming to the country, especially if traffic to the hosted sites will be high.
As a compromise, maybe by then, one of the local ISPs will have got their act together and setup a countrywide Tier 2 link then maybe have a direct connection, via any of the fibers, to a Tier 1 backbone. Maybe then, one of the root name servers will be in Africa. If that be the case, you might be able to setup a local server farm and use that to offer hosting services, which will be competitive with the likes of 1and1.
However, using 3G (i.e the Nokia E61i or Huaweii modem) as the main link from your server to the internet might be a technically inferior solution to the local hosting problem.
