I think someone on the list raised an interesting point namely the kind of answers the registrar would need which boils down to the issue of identity. What is skunkworks? So far almost any topic under sun of interest to "techies" is discussed. So to me the identity of skunkworks is not clear other than the members having a "techie" bent to them. I think one needs to know who they are before formalizing that arrangement. It is akin in my view to writing a constitution because others are doing so yet one does not know who they are and consequently what they shall have in it.
As an aside, one can explore a formal "skunkworks" that people can choose to opt-in and keep the current entity as is.
