Interesting. I've just been adviced by two guys actually in Madagascar that they didn't need one for short stay, used to be visa on arrival for Kenyan passport holders but was removed this year, and that I don't . I've just sent them the document and they said its for "Nationals of Countries that require Visa to Madagascar" of which Kenya isn't one... and the doc is 2013?
What's your source? When did you last visit Tana?
