"External Regulations" is simply USA regulations. Moneybookers is British and they dont have the ridiculous regulations the US have. Do you know USA is trying to go for people with Swiss Bank accounts? Did you know Sun/Java has started a model like the Apple or Ovi stores and they call it the Java Store. It is only open to USA developers to sell their Apps. Developers from a few other countries are allowed to use the store but can't sell Apps to USA customers but can only give free Apps for download.
