Well, the marketers seem to be having a field day at the expense of the consumers. after its launch, it worked as promised till Friday last week, when it became more theoretical than practical. The tariff is 8 bob from 8 or 9 am to 10 pm where it drops to 7 bob for an hour and then 80 cts. CBS has not send info messages for 3 days, and all this is in a place in ukambani where the number of callers shouldnt be that high. the only other explanation is that their central systems are operating at a> 90% level. Theoretically, it promises you heaven and earth, practically, its a different story On 18/09/2009, Bernard Mwagiru <bmwagiru@gmail.com> wrote:
@Alex, The urban folk (poor or otherwise) always have to contend with costs associated with anything urban: 1) Electricity 2) Water 3) Food 4) Transport 5) Communications
If you are urban, expect tariffs on the higher side ... I those who live outside Nairobi...Items 1,2,3 and now 5 are, in most cases, way lower...

The new tariff is good, my reasons:-
1) More affordable tariffs (note NOT offers) from any service provider are most welcome. Offers are gratuitous thus consumers are disadvantaged when demanding rights arising from 'generous' offerings from providers.
2) Once tariff is published, provider is deemed to enter into a contract with the consumers they cannot unilaterally revoke.
3) It simply depends on the information available to the consumer(buyer) before (s)he enters into the communication contract. Since the rates will be broadcast beforehand, it is my considered opinion that with full disclosure beforehand the principle of 'willing buyer, willing seller' will apply transparently.
4) I find this tariff mutually beneficial to consumers and operators. It optimises use of existing infrastructure and advances “equitable” principle that we hold dear within Civil Society circles. 'Unequal treatment of unequals' – in this case rural and urban communication tariffs and a positive voluntary step towards Universal Access.
But what would Safaricom be considering for urban poor, high-density areas, for example, for my friends at Korogocho and Kibera???

Alex

The tariff is dependent on traffic per site and therefore varies every hour. There is a complicated algorithm that based on time of day, location and traffic sends a message to the IN setting the tariff for that next hour. There is both a predicted tariff algorithm and one based on history.

Left me a bit confused myself, but im thinkin its a tarrif that charges depending on the number of hops to the recipient's base station, so that a local loop costs you less than calling a far away price. Maybe michael (copied) would care to expound. Being a technical audience, on the nitty gritty.
