I brought 2 street dogs here with me from UG (my wife insisted), KRA declared the value of these mutts as 10000 Kshs (actual price paid for dogs=ZERO). I told the KRA lady that if that was the case, I would gladly sell her the dogs, but she didn't bite. I had to pay ~4000 bob just to KRA! You can perhaps try writing to the postmaster general.
