I am sure you've not seen a city council van or a police car with worn out tires, jumping traffic lights, breaking a variety of traffic and associated laws etc. the laws themselves are fundamentally broken. why do you think the fines are so high ? council / police are paid poorly -- they are provided guns and authority to collect the rest of their salary from the street.
